what is not reported there she is the wife of a regional cop who was following her home in his car from a party where they drank. they left the scene without rendering aid to the stricken trio.
as cyclists who ride in the rural areas at night know, you can use the headlight of an approaching car to warn you and illuminate the road ahead better- given this I think it is likely she did not have her headlights on (running headlights are required, but the lumen output seems to be about half of proper nighttime headlight requirement).
